Milford Haven Oil Refinery – Wales (2011-Jan-13)
CQS have worked on many interesting and complicated projects throughout Europe and the project selected for our “ Case Study” is perhaps the most unusual project which we have been commissioned to undertake.
 
CQS were employed by Bosicor Pakistan Limited as the Construction Cost Consultants on a project in Milford Haven, Wales. This project involved the dismantling of an existing disused oil refinery and shipping the entire oil refinery to Pakistan for re-erection in Karachi, Pakistan.
On erection in Pakistan this Oil Refinery will be the second largest in Pakistan.
 
Our Client Bosicor Pakistan Ltd are pioneering the change in the energy sector of Pakistan and initially entered the oil refining business through the formation of Bosicor Pakistan Limited (BPL), now Byco Petroleum Pakistan Limited (BPPL). When re-erected the refinery will have a design capacity of 30,000 barrels per day (bpd).
 
They purchased the existing disused Oil Refinery in Milford Haven (see picture 1) and employed a contractor to dismantle the refinery.  They acid bar marked each item within the refinery along with a three dimensional model of the entire structure (for reference when erecting in Pakistan).  The pipework was cut and dismantled in lengths divisible into a 40ft container for ease of shipping.  Large “exceptional items” (see picture 2) that were unable to be dismantled and put into containers where dismantled in larger sections using 1,000 tonne cranes and moved by 18 axel trucks (see picture 4) and barges to the ship waiting in Pembroke Dock.  These were shipped to Karachi for re-erection (see picture 5 & 6).
 
The entire refinery was acid dipped and recoated and reconstructed in Karachi using the three dimensional model and acid bar codes for reference. Where parts were damaged or beyond repair the original part was used as a template.
